# RNM & CRNM Card: Federal Police Registration Guide

Your visa is approved. Now what? Complete guide to your mandatory Federal Police appointment and getting your CRNM identity card.

After your Brazil Digital Nomad Visa (VITEM XIV) is approved and published in the Diário Oficial da União, you must register with the Federal Police (Polícia Federal) within 90 days. This registration, called the RNM (Registro Nacional Migratório), results in your CRNM card, which is your official identity document in Brazil. Without it, you cannot open bank accounts, sign rental contracts, renew your visa, or access most government services.

## What Is the RNM and CRNM Card?

The RNM (Registro Nacional Migratório) is Brazil's national migration registration system. Every foreigner who holds a temporary or permanent visa in Brazil must complete this registration with the Federal Police. The physical document you receive is called the CRNM (Carteira de Registro Nacional Migratório), a credit-card-sized identity card that functions as your official ID in Brazil.

Official Rule

Under Lei 13.445/2017 (Brazil's Migration Law), Article 58, all immigrants holding a temporary visa must register with the Federal Police within 90 days of entering Brazil or within 90 days of visa approval if already in the country. Failure to register constitutes an immigration irregularity under Article 109.

Your CRNM card serves multiple critical functions beyond immigration compliance. It is your primary identification document for opening bank accounts, signing rental contracts, obtaining a CPF (tax registration number) if you don't already have one, registering with SUS (Brazil's public health system), signing up for phone plans, and proving your legal status to employers, landlords, and government agencies. Think of the CRNM as the equivalent of a national ID card. It is the document that proves you are legally in Brazil.

Practical Interpretation

The CRNM card includes your full name, nationality, date of birth, visa category (VITEM XIV), validity dates, RNM registration number, and your photo. This registration number is used across all Brazilian bureaucratic systems and is the number you will reference when filing taxes, opening accounts, or dealing with any government agency.

## The 90-Day Registration Deadline

The clock starts ticking from the date your visa approval is published in the Diário Oficial da União (DOU), Brazil's official government gazette. If you applied through MigranteWeb from inside Brazil, this is the date the approval appears in the DOU, not the date you submitted your application or received a MigranteWeb notification.

Critical Deadline Warning

Missing the 90-day deadline is the most common post-approval mistake digital nomads make. If you do not register within 90 days, your immigration status becomes irregular. This can prevent you from renewing your visa, complicate banking relationships, and create issues if you need to leave and re-enter Brazil. Do not treat this deadline casually.

To find your DOU publication, search your name at [imprensanacional.gov.br](https://www.in.gov.br/servicos/diario-oficial-da-uniao). The publication will show the authorization number, your name, nationality, and the visa category granted. Print this publication. You will need a physical copy for your Federal Police appointment. Save the PDF as well for your records.

Practical Interpretation

Set a calendar reminder immediately upon receiving your visa approval. Book your Federal Police appointment within the first 30 days to leave buffer time for scheduling availability. Popular offices in São Paulo, Rio de Janeiro, and Florianópolis can have wait times of 2-4 weeks for available appointment slots.

## Booking Your Federal Police Appointment

All Federal Police immigration appointments must be scheduled online through the SINPF (Sistema Nacional de Passaportes e Fronteiras) system. Walk-in appointments are generally not available for immigration registration.

### Step-by-Step Booking Process

1. 1Visit the Federal Police scheduling portal at sinpf.pf.gov.br and create an account if you don't have one.
2. 2Select "REGISTRO DE ESTRANGEIRO" (Foreigner Registration) as the service type.
3. 3Choose your state (UF) and the nearest Federal Police unit (Delegacia). Major cities have dedicated immigration units; smaller cities may only have general PF offices.
4. 4Select an available date and time. Morning slots tend to process faster. If no slots are available, check back daily. Cancellations open up frequently.
5. 5Complete the pre-registration form with your passport details, visa information, and Brazilian address.
6. 6Print or save your appointment confirmation. You'll need the protocol number.

Practical Interpretation

Major Federal Police offices for digital nomads: **São Paulo** (Delegacia de Polícia de Imigração, Lapa); **Rio de Janeiro** (Delegacia de Imigração, Aeroporto do Galeão or Centro); **Florianópolis** (PF Florianópolis); **Brasília** (Delegacia de Imigração, Asa Norte). Offices in state capitals generally have more experience with VITEM XIV registrations.

## What to Bring: Complete Document Checklist

Arrive at your appointment with every document listed below. Missing even one item can result in your appointment being rescheduled, which wastes weeks of waiting time.

### Mandatory Documents

- Valid passport (original + photocopy of the data page and Brazil entry stamp)Official rule
- Visa approval publication from Diário Oficial da União (DOU), printed copyOfficial rule
- GRU payment receipt for RNM registration fee (R$204.77)Official rule
- Completed registration form (available at the Federal Police website or filled on-site)Official rule
- Two recent 3x4 cm photos (white background, no glasses, no smile)Official rule
- Proof of address in Brazil (utility bill, rental contract, or bank statement with Brazilian address)Official rule

### Recommended Supporting Documents

- CPF number (if already obtained, not required but speeds up processing)Practical
- Digital copies of all documents on your phone (backup in case originals are questioned)Practical
- Health insurance certificate (may be requested at some offices)Practical
- Original criminal background check with apostille and translation (bring just in case)Practical

GRU Payment Codes

You need TWO separate GRU payments: one for the RNM registration (R$204.77) and one for the CRNM card issuance (R$204.77). Both use payment code 140120 and UG 200143. Generate them at the [Tesouro Nacional portal](https://consulta.tesouro.fazenda.gov.br/gru_novosite/gru_simples.asp). Pay via bank transfer or boleto before your appointment.

## What to Expect at Your Federal Police Appointment

The registration appointment typically takes 30 minutes to 2 hours depending on the office's queue and workload. Here's exactly what happens during your visit.

### Arrival and Check-In

Arrive 15 minutes before your scheduled time. Present your appointment confirmation and passport at the reception desk. You will receive a queue number and be directed to the immigration section. Some offices have separate queues for registration vs. other services. Confirm you are in the correct line.

### Document Verification

A Federal Police officer will review every document in your package. They will verify your passport details against the DOU publication, confirm your GRU payments, and check your proof of address. If any document is missing or incorrect, the officer may reschedule your appointment rather than proceeding. This is why bringing every document, including the "recommended" ones, is essential.

### Biometric Collection

You will provide fingerprints (all ten fingers) and have your photo taken for the CRNM card. The biometric process is quick, about 5 minutes. Ensure your fingers are clean and dry for clear fingerprint scans. If you have bandaged or injured fingers, inform the officer in advance.

### Protocol Receipt

After successful registration, you will receive a protocol receipt (protocolo de registro). This document contains your RNM registration number and serves as temporary proof of your registration while your CRNM card is being produced. Keep this document safe. You will use it for banking, rental contracts, and any situation requiring proof of legal immigration status until your physical CRNM card arrives.

Practical Interpretation

The protocol receipt is legally valid as proof of immigration status. Banks and landlords are required to accept it. If any institution refuses, cite Lei 13.445/2017, Article 58 and Portaria 1 de 2020 which establish the protocol as valid documentation during the card production period.

## After Your Visit: Getting Your CRNM Card

The physical CRNM card takes approximately 90 business days to be produced after your registration appointment. Some offices in major cities like São Paulo process cards faster (30-60 days), while smaller regional offices may take the full 90 days or longer.

You must collect your CRNM card in person at the same Federal Police unit where you registered. Bring your passport and the protocol receipt. Some offices notify you by SMS or email when your card is ready; others do not. If you haven't heard anything after 90 business days, call the office or visit in person to check the status.

### What You Can Do with the Protocol Receipt

- Open a bank account (combine with CPF for full access)
- Sign rental contracts and utility agreements
- Register for a CPF at the Receita Federal
- Enroll in SUS (public healthcare system)
- Sign phone and internet contracts
- Travel internationally (with passport + DOU publication)
- Begin your visa renewal process through MigranteWeb

Practical Interpretation

Pro tip: As soon as you receive your protocol receipt, apply for a CPF (Cadastro de Pessoas Físicas) at the nearest Receita Federal office. The CPF is Brazil's tax identification number and is required for virtually everything: banking, purchases over a certain value, mobile phone contracts, and online services. The CPF application is free and typically processed same-day. Bring your passport and protocol receipt.

## Federal Police Registration Costs

| Item | Cost | Note |
| --- | --- | --- |
| RNM Registration Fee (GRU) | R$204.77 (~$40) | Government fee. Payment code 140120, UG 200143 |
| CRNM Card Issuance Fee (GRU) | R$204.77 (~$40) | Second GRU for the physical card, same payment code |
| Passport photos (2x) | R$20–$40 (varies) | 3x4 cm, white background. Photo shops near PF offices |
| DOU publication printout | Free | Download from imprensanacional.gov.br |
| Notarized proof of address | R$0–$50 (varies) | Utility bill or rental contract; notarization only if requested |
| Transportation to PF office | Varies (varies) | Offices are often in city outskirts. Budget for taxi/Uber |

Total estimated cost: **R$430–$490 (~$85–$97 USD)**. This is a mandatory post-approval cost that is separate from your initial visa application fees.

## Common Federal Police Registration Mistakes

- Not booking early enough

Federal Police offices in popular cities can have 2-4 week wait times for available appointments. If you wait until week 8 of your 90-day window to book, you may not get an appointment in time. Book within the first 30 days of your DOU publication.

- Missing the second GRU payment

You need TWO GRU payments. One for registration and one for card issuance. Many digital nomads only generate one payment and are turned away at the appointment. Both are R$204.77 each, both use the same payment code.

- Not printing the DOU publication

A screenshot on your phone is not sufficient. Bring a printed copy of the DOU publication showing your visa approval. The Federal Police officer needs a physical document to stamp and attach to your file.

- Wrong photo specifications

The required photos are 3x4 cm with a white background. This is different from US passport photos (2x2 inches) and UK passport photos (35x45 mm). Get photos taken at a Brazilian foto shop near the PF office for the correct format. Cost is typically R$20-40.

- Forgetting proof of address

You need a document showing your Brazilian address: a utility bill (electricity, water, internet) in your name, a rental contract, or a bank statement showing a Brazilian address. A hotel booking confirmation is generally not accepted for proof of address.
